My son was bit by our neighbors dog and the dog was not deemed vicious in fact he was given back to the owners without any restrictions and the dog bit another boy on our street in the face. Why is it that nothing was the first time this dog attacked a person not even another dog? It could have prevented another child from being bitten in the face.

Could someone let the everyday person know how to go about getting an issue like this brought before a panel? Who knew? How many areas have dogs running around, barking & growling at people?
