Letter Sent to Mayor Cicilline on Recycling Policy

ABC6 received the following email, sent to Providence Mayor David Cicilline's office, from Steven Biscegli.

Dear Mayor's Neighborhood Services:
Me and the taxpayers of Providence want to participate in recycling, but there are a lot of problems with the way that Mayor David Cicillini and DPW are implementing their plan.

I bought 8 recycling bins yesterday and now I just have to worry about "stupid idiots" stealing them because I live in a rough neighborhood :-( Me and many other tax payers think that Mayor Cicilinni and the Dept of Public Works did not think this through, very well. The concept is good, but the implementation is extremely poor and is putting very large burdon on the tax payers in Providence because we now I have to put a total of 12 trash containers in front of my house each week.

"Common Sense" will tell you that "12" is an extremely large number when talking about weekly trash removal for one dwelling.
I am talking about 4 large green trash bins, 4 small green bins, and 4 small blue bins.

"Common Sense" will also tell you that 4 large green trash bins and 1 large green recycling bin and 1 large blue recycling bin would be
sufficient and take away the burdon of putting out a total of "12" trash containers. This is also turning into a side walk obstruction
and that alone is a violation of a city ordinance. Could you please tell the tax payers what "Common Sense" is telling
Mayor David Cicillini and the Neighborhood Services?

And then there is the issue of the DPW not allowing us take the recycling bins off the sidewalk, after they are emptied, to prevent anyone from stealing them. I told them that a lot of stupid idiots like to steal things in our neighborhood and we want to prevent
our bins from being stolen. DPW said, "if we don't leave the recycling bins on the side walk after they are emptied, then the large green trash bins will not be emptied and we will get fined to $500. I think that is completely out of line for a state dept to speak to a taxpayer in that context.
 
So what happens when our recycling bins get stolen, one by one, and we are "one bin short"?
 
What if one recycling bin gets stolen in the middle of the night? They will not pick up our trash and fine us because we don't have enough bins out. That's not fair.
 
Please help take this burdon of, 1. putting out an excessive number of trash and recycling bins out each week, 2. worrying about getting our recycling bins stolen, 3. getting a recycling bin stolen in the middle of the night and then our trash not being removed and us being fined for something that was not our fault. Please reThink your implementation and resolve your problems.

I am for recycling however there is a right way and a wrong way to do such. This way is wrong. I wonder if the ACLU can be involved. Can they?

Tired of stupidity, I must say that I totally agree with not getting the point. I mean really, for one thing the person who wrote that letter obviously must not speak good english in the first place In wich that is there problem not yours. And I must say that I commend them on even attempting to address the problem that this situation is obviously presenting for some taxpaying Providence residents like myself.

I'm glad Channel 6 posted that letter...because it proves how stupid people in Rhode Island are. The guy who wrote that has terrible grammar, and didn't even spell the Mayor's last name correctly. Please continue to expose Rhode Island Stupidity.

Providence is the largest City in the State of RI but, Warwick has a better recycling program with a larger compliance ratio. Rather then have 12 bins out we only have 2 out each week. One for garbage and one for recycled items. Can/bottles one week, paper goods the next week. With a small household I am lucky if I put my recycle bins out once a month. I am saving the City from even stopping to pick up a small load and using fuel and operator time.
