Channel 10's Chef Tells ABC 6: Cranston Resident May Be Illegally Dumping on His Own Property

You would probably think dumping something such as lawn clippings or fill onto your own private property wouldn't cause a problem or be against the law.  But in Cranston, as one property owner is learning, that may not be the case. 

There were supposed to be condos built at a 4 1/2 acre lot at the top of Bellevue drive in Cranston.  Instead, there are 6 distinct piles containing items like concrete slabs, tires, and pieces of metal.

Residents are not only concerned about possible illegal dumping in their neighborhood, but they are also wondering if the materials pose any potential health risk.  DEM was at the site Wednesday, and so far, hasn't found anything toxic.
   
The owner, Kevin Wilbur, isn't sure what all the fuss is about.  He tells ABC 6 that one of his companies, Coastal KJB Builders and another company he hired, Allen Corp., did dump the loam and concrete at the site.  He says it was with the intent to use them as landscaping materials.
    
With the real estate market in it's current slump, Wilbur says the original plan to build condos on the site is on hold while he figures out what to do next.  He says he didn't know he was offending anyone by dumping the materials on his property, and would be happy to meet with the residents to discuss what they think he's doing wrong.
