On Friday, June 19, 2009, members of the Rhode Island State Police Detective Bureau, along with investigators from the Rhode Island Division of Taxation arrested Dung H. Le, age 35, of 172 High Street, Woonsocket, Rhode Island for:
1.Possession of Marijuana with Intent to Deliver;
2.Forgery and Counterfeiting - Tampering - Reuse of Stamps or Containers;
3.Sale of Unstamped Cigarettes Prohibited.
This arrest was the result of a two-month investigation that resulted in the identification of two (2) separate convenience stores located in the City of Woonsocket being operated by Mr. Le. The investigation determined that Mr. Le was selling unstamped cigarettes as well as altered out-of-state cigarettes. Additionally, investigators determined that Mr. Le was selling quantities of marijuana to customers from behind the store counter.
As a result of the investigation, members of the Rhode Island State Police prepared search warrants that were presented to and signed by District Court Judge Michael Higgins. During the morning hours of June 19, 2009, investigative members simultaneously executed search warrants on the following locations:
Lee's Convenience Store, located at 198 Front Street, Woonsocket, Rhode Island.
The Corner Convenience Store, located at 1046 Cass Avenue, Woonsocket, Rhode Island.
Mr. Le's residence, located at 172 High Street - 1st floor, Woonsocket, Rhode Island.
Mr. Le was arrested as he opened his store, Lee's Convenience Store, for business and found to be in possession of an amount of marijuana on his person that had been prepared for sale. Additional amounts of marijuana were located, secreted in various locations throughout the store. The marijuana was located, concealed in empty cigarette packs that would be sold covertly over the counter. A further search of the establishments resulted in the seizure of numerous packages and cartons of cigarettes that were available for sale that either did not contain proper Rhode Island tax stamping or were marked with altered out-of- state tax stamps. Approximately $1,800 in United States currency was seized from the business.
Mr. Le was transported to State Police Headquarters where he was processed; Mr. Le will be arraigned by the Justice of the Peace.

You people don't stop to realize that this guy is not paying taxes on these cigaretts. But he's making you the cosumer pay him the taxes instead, and to me that means he's ripping you all off. Wake up people. I wonder how many more store owners are doing the same thing.

Note the biggest issue, it wasn't the pot, but the non stampe cigarettes. Don't mess with the states tax revenue, they get very nasty when you do.
