If anyone is an advocate of consolidating it should start with the schools. Then with the administration esp. purchasing and federal grants. There is also the phone systems and why not do a statewide healthcare? Why have seperate policies? Then go to the drug policy, have CVS it is a RI business so it has to be best value?
