For someone with a physical disability this can represent a true hardship. Not only do they have to get their trash out, they have to put out 2 extra bins even if they're enpty! It is one thing to require recycling, but refusing to pick up trash unless your bins are out is stupid. And emptying bins first makes NO sense. People are putting them out and their trash still isn't being picked up because the bins are gone. And it doesn't stop people from putting paper/ plastics in the regular trash.

I own a Providence 3 family. I provide receptacles for trash, but it should not be my responsibility to go into tenants' apartments to gather up their trash, separate it, and put it out in bins. Nor would it be legal for me to do so! Don't blame landlords. People are quick to blame others, but ultimately the responsibility lies with the tenant. I can't make tenants put out recycle bins even if Providence fines me. RI tied landlords' hands 20 yrs ago. We can't even get our rent half the time.

If only it were as simple as John DeLuca made it out to be in his commentary this evening! But there is already a huge rat problem in Providence - for crying out loud they're running all over the State House, and yes, I'm talking about the 4-legged kind. This is making it worse. The bins are light. Empty there is a chance of them blowing away from the trash bins, even if only 20 feet away, or being stolen before your trash gets picked up. Pick up the trash first, THEN pick up the recycle bins.

This is a case of the "oh s@*t" syndrome. Here's a mayor who is realizing his city is a recycling disgrace and takes knee jerk reactions. Coming up with a legitimate plan rather than some foolish concept that effects residents of the city would have made too much sense. Come up with a real plan that doesn't effect the well being of the city and its residents.

This is a public health fiasco, not a recycling drive. Plans like this are made for suburbs, where every bin has a matching driveway; for multi-family homes and apartments with absentee landlords it is a disaster. Trash is heaped up all over the West End where I live. Punishing whole neighborhoods with foul refuse, rats, and blowing trash in the streets is no way to make a city "green."
