PROVIDENCE, R.I. (AP) - The head of the state Democratic Party has filed an ethics complaint against Republican Gov. Don Carcieri, claiming he broke state ethics rules when he hired his niece for a state job several years ago.
Bill Lynch says he filed the complaint Tuesday, shortly after the Ethics Commission declined to give Carcieri an advisory opinion about the hiring of Stephanie Accaputo in 2002.
Accaputo is the daughter of Carcieri's wife's brother.
At the time, ethics regulations barred hiring nieces, including those related by marriage. Carcieri's staff has argued the rules have since changed to include nieces-in-law, indicating the earlier rule didn't cover Accaputo.
The commission said Tuesday it doesn't issue advisory opinions for things that occurred in the past.

If not legal at the time of hire then Ethics Commission should handle the issue. If it was legal at the time of hire then the dems should get with everyone else involved in State Government and streamline spending and rules so our state can be more attractive to business. Its a shame that Mass and Conn are thriving while we wallow in low opportunity and high taxes because of the politics and abuse by a few who take office for themselves and their friends, rather than work toward the public good
