CRANSTON, R.I. (AP) - An inmate at the state prison is facing a felony assault charge for allegedly beating another prisoner.

George Ortiz is scheduled to be arraigned in District Court in Warwick on Monday afternoon on a charge of felony assault. He's serving a sentence for domestic assault.

Ortiz is accused of assaulting Robert Bainter during a fight Friday in the prison's minimum security building.

Bainter was taken to Rhode Island Hospital with a serious head injury and was listed in critical condition.

The Rhode Island State police are investigating the incident and say some kind of argument between the two led to the assault.

It is a shame that ACI is run on the basis of Carcieri economics. 1-2 guards to cover 130 inmates? Hardcore medium security inmates in with more vulnerable minimum security inmates? Gang Rule? Governor Carcieri is partially responsible for the the attack on and condition of Robert. Too bad he won't be charged and sent to ACI so he can experience the brutality to which he has contributed. But, then again, Rhode Island's politicians are beyond the LAW even when corrupt and incompetent.

No matter what the arguement was about, or whether or not they are inmates should not matter, no human deserves to be physically assaulted. Peace begins with me... and with you.

"Some kind of argument" was purely verbal, and hours later Ortiz blindsided Robert with 2 Combination Locks in a sock. There are 130 inmates with 1-2 C.O.'s to over see them all. There are Medium Security inmates boarding in the Minimum security dorm. Bainter never even got the chance to fight back. Instead he his fighting for his young life in intensive care, intubated and with a portion of his skull removed. Inmates or not, they are still humans and deserve some safety.
