If the phone tax money designated for 911 ($20mil/year) actually when into the 911 budget ($4.5mil) instead of the general fund, then maybe the security camera would've A. been working, or B.could've have been upgraded with a motion censor or something considering there is no reason to ever be where this happened in that area of the building, might not have stopped it from happening, but maybe someone inside would've seen it on camera, Police could've been there quicker maybe even stop it.

Ronin, I believe the comment by tinyTownNative regarding WASPS and sexual assaut was meant to be very sarcastic, and I assume it was directed towards the comments ignorantly assuming the perp is an illegal alien (at least that's how I interpreted it)

Let's focus on the victim and not worry about what color or ethnic background the suspect is! The real problem seems to be our society. My guess would be the lack of education and ignorance. I hope the young lady can recover emotionally from this and know not all people are capable of such crimes.

Um... Mike...WOW.....While this is a terrible situation for this young woman. I don't see anything about the suspect that even leads me to believe he is an immigrant. Also it has nothing to do with police being Lazy. They caught him right!!!! Let's not jump to conclusions.

This is happening because the RI government and lazy police fail to lock up illegal immigrants. They organize crime and get away with it because we can't find them.
