6 Month Test Period OK'd to Keep Providence Bars Open Later

STATE HOUSE - Legislation has been approved and enacted into law to allow a six-month test period for delayed closing hours for bars and clubs in Providence, aimed at eliminating the typical 2 a.m. scene in the city - hundreds of patrons, in various stages of inebriation, pouring onto the city's streets and often leading to trouble.

Sponsored in the House of Representatives by Rep. Anastasia P. Williams (D-Dist. 9, Providence) and supported by city officials, the legislation, 2009-H 6103, allows the city licensing board to grant a one-hour extension on closing time to bars and clubs on Thursdays, Fridays, Saturdays and the nights before legal state holidays.

During the trial period, bars and clubs will be allowed to remain open until 3 a.m. but will be prohibited from serving alcohol during the final hour and will also be prohibited from admitting any new patrons. Establishments that sell food will be able to sell food and non-alcoholic beverages during the final hour to late-leaving customers.

The test program is expected to be used in a designated portion of the city where most clubs and bars are located, essentially the downtown area, explained Representative Williams, who said a more gradual, staggered departure of customers from the clubs over a longer period of time should cut down on the noise, crowding, fights and other problems that have occurred.

Passed by the General Assembly at the end of October, the legislation became law this week without the governor's signature.
