Providence Councilman Talks Trash

Slumlords dont bother getting bins for tenants, people who own homes do not want trash building up outside. Slumlords get to work and get those bins. Maybe training classes on what goes in what bin? There were a few people from other countries (who are used to trash in the streets) on my street but they do own homes and got bins. PEOPLE WAKE UP. This is not a third world country. GET THE BINS AND RECYCLE. THE MAYOR HAS RISEN IN MY EYES. DONT BUDGE!

Can't a lawyer bring the city to court over the trash issue? Or is there no law for a lawyer to use on this issue. Thanks
