Carcieri Advocates New Cash Saving Methods

PROVIDENCE, R.I. (AP) - Gov. Don Carcieri says cities and towns need new methods to cut costs after a report identified the most financially stressed local governments in Rhode Island.

Carcieri said Friday that local governments cannot reduce some areas of spending unless lawmakers adopt proposals in a budget plan he proposed earlier this year.

One change would cut down on local costs by no longer requiring that cities and towns hire school bus monitors.

Democratic lawmakers have not yet voted on the Republican governor's plan.

A report released Friday showed that Pawtucket was the most financially stressed community, followed by North Providence and Central Falls. West Warwick's town manager said things could get worse as a deep economic slump continues.

You're all so concerned that the busses have paid monitors and overlook the larger issue that the state is providing, free of charge, busses and staff for the transportation of parochial and private school students. Child safety if priceless, but using money from the public education budget to transport the children of priviledge is a disgrace. If people can afford to send their children to private schools, they can assume the full burden and expense; including transportation and safety.

I say vote all the legislators out. Any senators or representatives, that have been in their respective seats for more one term, have been contributing to the problems, not helping find solutions. When you really want to fix this state's problems, you'll fix the welfare system and the education system. Getting illegal aliens out of these systems is a start. But, as long as they keep voting in the enablers, the system won't be fixed. Taxes wouldn't be so high if so many people weren't sponging.

Why can't the state make money by fining people who mask their license plates with obscure plastic covers, install loud muffler to disturb peace? The Governor continues to pass the buck on to the cities and towns. We are not getting any help from the State. What we need is to get FEDERAL money and use this money to fund projects that build infrastructure for the state. Quonset Point is an example that immediately come to mind. Right now we need cranes built by the docks to move more and greater amounts of cargo and goods from the ships and to them. This would immediately create jobs and ensure the future of all Rhode Islanders.

Lets remember that this state had been building to the situation it is in now. We would always use some contingency funds to bail us out of our financial troubles. We used the tobacco money a couple of times and depleted those funds. I believe another year we had a lump sum of medicare money that the state used to balance the budget. The legislature new we were raiding our nest fund and refused to start dailing with the problem until all the money was gone. The Gov kept tried, now its to late.
