Burst pipe leads to Central Falls embezzlement discovery

A Central Falls collections clerk has been arrested and charged with stealing over $13,620 from the city municipal court.

Joyce Tager, 53, was arrested by State Police on Tuesday and charged with embezzlement of over $100. She was arraigned at the Lincoln Woods State Police Barracks and released on $5,000 personal recognizance.

It is alleged that Tager, who worked as a collections clerk in the city Finance Department withheld checks and cash collected by the municipal court. City officials discovered the situation when a pipe in the city hall burst at the end of January and Tager desk had to moved. Inside Tager's desk officials noticed checks that had not been deposited and immediately alerted Mayor James Diossa.

"I was made aware of the issue as soon as my staff discovered it," said Diossa. The finance director immediately ordered an audit where they reviewed financial records dating back to July 2011. When the audit revealed 13 discrepancies resulting in over $13,000 in missing funds State Police were immediately alerted.

State Police say that Tager admitted to them in a statement that she had taken money over the past 3 years. According to Captain Michael Winquist, the Central Falls Finance Director is going to expand on the audit to include previous years when Tager had been employed in the Finance Office. Tager was hired by the city of Central Falls in 2005 but did not begin work in the finance office until 2006.

When asked if Tager was still working at Central Falls City Hall Diossa responded, "No" but would not clarify her employment status.

Diossa said he would like to thank the state police and his staff for their swift action in the matter.
