RISPCA offers reward for man who left 3 dogs to die

A warrant has been issued for the arrest of Joseph Miller after he allegedly left three dogs alone in an apartment to die.

Miller is accused of leaving three pit bulls in his Bowdoin Street apartment to starve to death in December. The RISPCA along with a good citizen group is offering an reward capped at $1,000 for anyone with information leading to the whereabouts and apprehension of Miller.

Miller will be charged with 3 felony counts of abandonment death resulting and three misdemeanors of failure to providence necessary sustenance. He could face up to 6 years in prison on the felony charges and $10,000 in fines. On the misdemeanors he faces up to 33 months in prison and fines.

People who lived in the apartment building with Miller alerted authorities that something was wrong in Miller's apartment, "Neighbors smelled an unbearable smell and alerted police," said Dr. E.J. Finocchio. When police arrived at the apartment, described by Finocchio as "full of crude," the three dogs were found dead inside.

A necropsy confirmed that the pit bulls were starved to death over time.

"They were in terrible condition. Two of them we estimate had been dead 2 to 3 days," said Finocchio. "In their stomach we found, wood, we found plastic, we found glass, and plastic material. Dogs don't eat those things unless they are in desperate situations."
