As kids played at Children's Friend in Providence, the adults were trying to figure out a solution to keep them here.

Rep. David Cicilline (D-RI) said, "These cuts will have real impacts on real families and devastating impacts."

The people who run Children's Friend say that will mean a 5 percent cut in their federal funding. Translation: "In our agency were are looking at about 90 fewer children in head start classes, about five fewer classrooms," said CEO David Caprio.

That means current job openings aren't being filled, and some on staff could face layoffs.

Democrats in Congress are talking about raising taxes and closing tax loopholes for the wealthy:

"We should pass the 'Buffett Rule' making sure millionaires and billionaires are paying their fair share," said Congressman Cicilline.

Republicans says spending cuts are the answer, not new taxes.

State Rep. Joe Trillo (R-RI) said, "The bottom line is, we're spending a trillion and a half dollars more than we take in every year. Republican's have already agreed to a tax increase. Now Democrats need to show some good faith and do some serious cutting."

So far federal cuts - for  things such as airport security and education - have not materialized, as some  predicted.

But Democrats say cuts to head start will becoming on May first and agencies are gearing up.

Rep. David Cicilline (D-RI) "The cuts are already happening. They may not be visible to the general public."

Elsewhere, furloughs of some defense employees are schedule to begin as of, this Friday.
