Bill ban on dog breeds passes Assembly

PROVIDENCE, RI (AP) _ Rhode Island's General Assembly has passed legislation that prevents cities and towns from banning specific breeds of dogs.       

The sponsors of the legislation say that some breeds of dogs, such as pit bulls, have a bad reputation. But they say that no breed of dog is inherently vicious or dangerous and that it is owners or handlers that train dogs to behave that way.

Pawtucket banned pit bulls several years ago after a series of attacks on other animals and humans. The city council in Woonsocket has considered, but not approved a ban.

Under the legislation, specific breeds of cats may also not be banned.

If the governor signs it, it would go into effect immediately.
