3 Arrested after state trooper fires gun

Three individuals were arrested  this morning at the McDonald's in the University Heights Plaza on North Main St. in Providence around 1 am.

State troopers tracked the individuals down after investigating a hit-and-run accident where the driver fled the scene after hitting a parked car.

State police say that as troopers approached the suspect vehicle on foot, the driver attempted to exit the parking lot and drove directly at both troopers. 

According to a state police press release: "Fearing for his safety and the safety of his fellow Trooper, one Trooper fired one round into the vehicle attempting to mitigate the threat."

State police say the round entered the front windshield and did hit anyone inside. The driver, 22 year old Ramel Mitchell of Providence, was arrested after a brief struggle with the troopers.

One of the troopers got a small cut on his hand when he was trying to arrest Mitchell. He was treated at Miriam Hospital and released.  Mitchell suffered a small abrasion on his shoulder.  He was treated at Rhode Island Hospital and returned to State Police Headquarters where he was held for the rest of the night.

Two other people in the car were also arrested. 20 year old Shaqua Brown of Providence was taken in on an outstanding Third District Court warrant for failure to appear for an arraignment on a charge of Shoplifting. And 22 year old Paresha Evans of Providence was arrested after being found to be in possession of "crack" cocaine.

There was a fourth person in the car who was not charged and was later released.

 A joint investigation is underway by the Rhode Island State Police, Providence Police, and RI Department of Attorney General's Office, as is customary after incidents where lethal force is used by a member of law enforcement.

Mitchell and Evans were arraigned this afternoon. Mitchell is ordered held on $30,000 bail with surety, but was immediately transferred to superior court due to a prior gun charge. Mitchell was ordered to $5,000 personal recognizance.

Mitchell is charged with the following: 

1. Felony Assault with a  Dangerous Weapon (2 counts)

2. Resisting Arrest

3. Driving Under the Influence of Alcohol and/or Drugs (blood results pending).

4. Duty to Stop-Accident Resulting in Damage to an Attended Vehicle 5. Operating a Motor Vehicle on a Suspended License.  At the time of Mitchell's arraignment, he will be presented as a probation violator for a previous charge of Carrying a Pistol without a License. Ms. Brown will be turned over to the Third District Court.
