A Boston man is due in court Wednesday following a terrifying security scare at the Boston Marathon finish line late Tuesday afternoon. Two suspicious backpacks were dropped near there just hours after the one year anniversary tribute. The bags were detonated, as a precaution, by police.

Chilling cell phone video from Boylston St. shows a man, later identified as Kevin "Kayvon" Edson, dressed in all black- with a veil covering his face. Edson was seen running down the streets, barefoot, yelling ‘Boston Strong.' Police believe he is responsible for leaving behind the two suspicious backpacks. The black bags were detonated by the bomb squad as a precaution.

"He is being charged with being disorderly, disturbing the peace and possession of a hoax device," said Randall Halsted of the Boston Police Department.

According to police a rice cookers was inside one of those backpacks.

The scare brought back painful memories of last year's events when two pressure cooker bombs, concealed in backpacks, were set off in the same area. That attack killed 3 people and injured more than 260 others.

Tuesday Boston marked the one year anniversary with a tribute to the victims and survivors. A moment of silence was held at 2:49 PM and a flag raising ceremony was held at the finish line.

"We would never wish the devastation and pain we have experienced on any of you, however we wish that all of you, at some point in your lives– feel as loved as we have felt over the years," said Patrick Downes, a Boston Marathon survivor.

Monday a record number of runners will take back the marathon in the 118th running.

Security plans are already in place. Additional cameras have been installed and visitors can expect to see a beefed up number of police officers along the course.
