PROVIDENCE, R.I. -Three Democratic candidates for governor have reached a voluntary agreement aimed at reducing outside spending in the race. Providence Mayor Angel Taveras, Treasurer Gina Raimondo and political newcomer Clay Pell have signed a ``People's Pledge.'' The agreement announced Monday calls for candidates who benefit from an outside group's advertising to make a donation to charity in the amount of the ad buy.
So-called ``super PACs'' can't coordinate with a campaign, but they are allowed to raise and spend an unlimited amount of money. The state affiliate of Common Cause facilitated negotiations on the pledge. Executive Director John Marion says it will help limit negative, sometimes undisclosed outside spending. He calls its signing a watershed moment in Rhode Island politics. Raimondo says she's disappointed the pledge didn't go further.
