PROVIDENCE, R.I. (AP) _ Gubernatorial hopeful Angel Taveras has released his final budget proposal as Providence mayor, calling for $10 million in school upgrades and no tax increases.

The Democrat's $678 million budget for the 2015 fiscal year represents a 2 percent increase in overall spending. It includes a $7.8 million hike in the schools budget.

The blueprint includes previously agreed-to raises for city workers, police and firefighters of between 3 percent and 4 percent.

Taveras says he produced a balanced budget with discipline, not gimmicks.

The mayor has spent much of his first term addressing Providence's shaky finances, including a $110 million structural deficit. The leftover deficit is now under $10 million.

Taveras is facing Treasurer Gina Raimondo and political newcomer Clay Pell in September's gubernatorial primary.
