Two men arrested with 20 "bricks" of heroin

On Tuesday, May 28, 2014, Rhode Island state police arrested two men on Route 195 in East Providence for possession of 20 “bricks” (around 1,050 packets) of heroin.  

The operators, identified as Keith Casper and Michael Fleck, both 30-year-olds of Fall River, were taken into custody and transported to the Lincoln Woods Barracks.

Troopers stopped the vehicle on a “following too close” violation as well as a seat belt violation. 

Upon being stopped, the bag of drugs was thrown from the vehicle. 

With the assistance of a trained canine, the troopers found the bag adjacent to the car on the road.

Both men were charged with possession with intent to deliver a controlled substance and were held without bail at the Adult Correctional Institution.  

Casper, the driver, was also charged with driving while in possession of controlled substance and issued a civil traffic citation.
