NECAP moratorium bill expected on House floor

PROVIDENCE, R.I. (AP) _ Legislation has advanced that would delay the use of standardized tests as a graduation requirement despite earlier opposition from Speaker Nicholas Mattiello.

The House education committee on Friday passed a measure that would prohibit the use of any standardized test, including the New England Common Assessment Program, as a graduation requirement until 2017.

This year's graduating class was the first that had to show at least partial proficiency on the NECAP to graduate. Mattiello had earlier said the bill wasn't necessary because of the range of waivers superintendents could give students.

Critics of the NECAP say students who are poor, have special needs or are English language learners are adversely affected by the requirement because they haven't been adequately prepared.

The Senate approved a companion measure in May.
