NECAP moratorium bill approved by House

PROVIDENCE, R.I. (AP) _ The House has passed legislation that would delay the use of standardized tests as a graduation requirement despite earlier opposition from Speaker Nicholas Mattiello.

The House on Friday passed a measure that would prohibit the use of any standardized test, including the New England Common Assessment Program, as a graduation requirement until 2017.

This year's graduating class was the first that had to show at least partial proficiency on the NECAP to graduate.         

Critics of the NECAP say students who are poor, have special needs or are English language learners are adversely affected by the requirement because they haven't been adequately prepared.         

Education Chairman Joseph McNamara called a system that allows some students to get waivers inconsistent and discriminatory.

The Senate also passed a NECAP bill.
