Bills to legalize pot, nix HealthSource stall

PROVIDENCE, R.I. (AP) _ The General Assembly has recessed for the year without taking action on a range of bills, including ones to legalize marijuana and turn over Rhode Island's health insurance marketplace to the federal government.

House and Senate bills that would have legalized marijuana _ and taxed and regulated it _ stalled in committee. A bill directing the governor to turn over operations of HealthSource RI also did not get a vote.

Legislation that would prohibit retailers statewide from using plastic bags died in committee. Several measures to lower the state's sales tax also did not get a vote.

Legislation aimed at addressing racial profiling stalled as well. It would have standardized stop procedures and required police officers to document their probable cause for stops.
