July 4 hurricane a soaker for southern New England

BOSTON (AP) _ As Hurricane Arthur moves up the Atlantic coast, the National Weather Service has issued a flurry of advisories for most of southern New England.         

It issued flash flood watches for most of New England, with flash flood warnings in effect for the Providence and southeast Massachusetts areas and Cape Cod.         

A hurricane warning was issued for the Atlantic Ocean east of the Cape.

Weather Service meteorologist William Babcock said Friday that rainfalls will total 2 inches to 4 inches, with up to 6 inches in some areas. At 2 p.m. Friday Arthur had advanced to 145 miles southwest of Nantucket.      

Several towns on the Cape have rescheduled Independence Day celebrations to Saturday or Sunday.        

The Coast Guard recommends that smaller boats be put in areas safe from flooding.
