Protocol changes for RISP

SCITUATE, R.I. (WLNE) — The Rhode Island State Police released new information about the shooting on 95 including that 23 shots were fired by troopers.

The four troopers who fired their weapons and remain on administrative leave at the moment are:

  • Detective Lieutenant Cynthia Trahan, 12-year veteran
  • Corporal Scott R. Carlsten, 20-year veteran
  • Detective Corporal Herbert D. Tilson, 12-year veteran
  • Trooper Garret S. Hassett. 6-year veteran

State Police says the cruiser that Donald Morgan stole was from Trooper Doherty, a 12-year veteran.

The investigation into Thursday’s deadly highway shooting and the stolen cruiser remain under investigation.

However, the agency is making some changes to the way things are done such as installing partitions between the front and back seats of cruisers.

Morgan was able to get control of the vehicle because one was not installed.
