Sunday morning at high tide Scarborough State Beach (roughly 10:30am) Narragansett, RI people gather to watch Bill's aftermath on the ocean. No one was allowed to swim, and the water came up above the walking ramps, so all patrons set up along the boardwalk. Oh, and Tim Labonte is awesome.
