Charges upgraded in Lincoln murder

WARWICK, R.I. — New evidence has lead Lincoln police to upgrade the charges against a suspect, who beat a Lincoln man to death outside his apartment complex, from manslaughter to second degree murder.

Investigators said in court Monday that surveillance video they obtained showed the brutality of the beating that lead them to upgrade the charges.

A community is still in shock after an apartment complex in the sleepy village of Manville turned into a crime scene last week.

33-year-old Lou Perez was found dead in the parking lot of the Eagle Apartment Complex early Wednesday morning after being the subject of a brutal beating.

Police were able to quickly identify a suspect, an acquaintance of Perez, 33-year-old Brain Fraga.

Fraga described a fight between the two former friends getting out of hand when it spilled outside, but when police reviewed surveillance video, that evidence told a different story.

Detective Packer of Lincoln police described the brutality of the attack in open court Wednesday saying Fraga’s actions left them with no choice but to upgrade the manslaughter charge to second degree murder.

After the fight, Fraga fled the scene.

The medical examiner said Perez died of blunt force trauma to the head.

Fraga was ordered to be held until a bail violation hearing later this month
