FBI Boston, Lowell Police Announce $10K reward for information on fugitive

BOSTON, Mass. (WLNE)- The FBI Boston Division’s Merrimack Valley Transnational Organized Crime Task Force and the Lowell Police Department are seeking public assistance in locating Darasy S. Chhim, a fugitive from One Family Clique (OFC), a Lowell based gang, and the Bloods. He is considered armed and dangerous.

Chhim is wanted for his role in drug trafficking conspiracy that is large scale and long running, 15 other gang members and associates were also charged.

Chhim is an Asian male with black hair and brown eyes. He is 36-years-old, born in California, Cambodian, and speaks both English and Khmer. Police believe he grew up in Revere and Lynn with gang ties in Lowell, Philidelphia, Pennsylvania, with other ties to Tyngsboro, Mass. He weighs 180 to 190 pounds, 5′ 9″. He has several tattoos with two on his upper back which read “Hate Me Now and F*** the World” and another one on his chest that says “Liliana Chhim” in cursive writing, and a skull, roses, cards, and hand sign located on his upper right arm. There are also two more tattoos on his left arm. He has a noticeable mole between his eyebrows.

Chhim was indicted in June for allegedly conspiring to distribute and possess with intent to distribute Heroin, 500 grams or more of Cocaine, Cocaine Base, 40 grams of more of Fentanyl, 500 grams or more of Methamphetamine, and MDMA. It is believed he also worked with other members of his affiliated gangs to distribute the drugs, as well as attending leadership meetings with other OFC gang members to discuss targeting and retaliating against other gangs.

Chhim has a criminal history of convictions including Possession of Class D (Marijuana), Assault and Battery with a Deadly Weapon, Larceny from a Building and Larceny of a Motor Vehicle in Lowell District Court, all originating in 2006. In 2004, he received two convictions for Knowingly Receiving Stolen Property (motor vehicle) in Lowell District Court, and the same conviction in Chelsea District Court.

Chhim has known aliases such as “Mystikal”, “Russel”, “Crusty Rusty”, and “Rizzus.”

“The public is being asked to play an active role in helping us find Chimm by reviewing his wanted poster and sharing it on social media.”

“Darasy Chhim is a dangerous man who has repeatedly demonstrated little respect for the law. He needs to be brought to justice,” said Joseph R. Bonavolonta, Special Agent in Charge of the FBI Boston Division. “The FBI will continue to work with our law enforcement partners and we will not rest until Chhim is captured. Anyone with information about his whereabouts is urged to contact us.”
