Police: Co-conspirator arrested in homicide of Julius Bell


PAWTUCKET, R.I. (WLNE) – Pawtucket police have arrested and charged Julio Cesar Debarros as a co-conspirator in the homicide of Julius Bell on October 25.

36-year-old Central Falls resident, Julius Cesar Debarros is the uncle of Artur Debarros, who was also wanted for the same murder, according to police.

Julio Cesar was seen in 6th District Court in Providence on Tuesday and arraigned on the following charges:

  • Murder – 1st Degree
  • Conspiracy
  • Discharge of a Firearm when Committing a Crime of Violence
  • License or Permit Required for Carrying Pistol

The murder happened near the Water Works Car Wash on Main Street on October 25. Police quickly began to investigate whether the incident was connected to a previous fight between several people in the car wash parking lot.
