‘Operation Charlie Horse’: Rhode Island State Police arrest three at Woonsocket motorcycle club

PROVIDENCE, R.I. (WLNE) — Rhode Island State Police said Tuesday they arrested three people at a motorcycle club in Woonsocket.

State police said that the arrests were the result of an investigation titled “Operation Charlie Horse.”

Two members of the Outlaw Motor Clubhouse on Fabien Street, 50-year-old Allen Stilkey and 47-year-old Kurt Charbatji, were arrested. One non-member, 51-year-old Carlos Garcia, was also arrested.

Investigators executed 12 search warrants at the motorcycle club, as well as on vehicles, homes, and electronic devices.

Evidence

During the searches, investigators seized the following:

  • One pound of methamphetamine
  • 52 sheets of LSD
  • 16 vials of steroids
  • 118 grams of cocaine
  • 78 grams of crack cocaine
  • 12 grams fentanyl
  • Body armor
  • About $4000 in cash

Stilkey

Stilkey is facing the following charges:

  • Two counts of possession with the intent to deliver a schedule one controlled substance, cocaine
  • One count of possession with the intent to deliver a schedule one controlled substance, methamphetamine
  • One count of possession of a schedule one through four controlled substance, Adderall
  • Two counts of possession of a schedule one controlled substance, one ounce to one kilo of cocaine
  • One count of possession of a schedule one controlled substance, one ounce to one kilo of methamphetamine
  • One count of possession with intent to deliver a schedule three controlled substance-anabolic steroids
  • Affidavit/arrest warrant for conspiracy to violate the controlled substance act

Charbatji

Charbatji is facing the following charges:

  • One count of possession of a Schedule One through Four, LSD
  • One count of possession of body armor
  • One count of obstructing the judicial system
  • One count of conspiracy to violate the controlled substance act

Garcia Carlos

Garcia is facing the following charges:

  • One count of possession of a schedule one controlled substance, one ounce to one kilo of cocaine
  • One count of possession with the intent to deliver a schedule one controlled substance, fentanyl
  • Affidavit/arrest warrant for domestic violence prevention-violation of a no contact order
  • One count of conspiracy to violate the controlled substance act
