A Rhode Island Man is Charged with Animal Cruelty in Pennsylvania

A Rhode Island man is being charged with animal cruelty for transporting and attempting to auction a lame horse on Wednesday.

Phillip S. Price, 65, of East Providence, was charged with five summary citations on Wednesday in regard to the treatment of a pony mare, Lily.

According to officials, Lily was very thin and blind when she was dropped off on March 14.

Price is charged with three counts of animal cruelty due to the neglect and transport of Lily and being offered for sale. He is also being charged with a single count of dealing and handling animals without a license, and a single count of importing animals without an interstate health certificate.

Lily is being treated at Penn Vet New Bolton Center in Kennett Square where her condition is improving and is gaining weight.

The investigation continues into how Lily received paint markings on her body.
