PROVIDENCE, R.I. (AP) _ Rhode Island's attorney general is opposing a 10 percent rate increase approved for a Blue Cross Blue Shield health insurance plan for some customers who pay for their own coverage.

Attorney General Peter Kilmartin says he is asking the state's health insurance commissioner to reconsider the rate increase for Blue Cross' Direct Pay insurance line because he wants to see a better public explanation.

Kilmartin filed a motion for reconsideration Friday with the office of Health Commissioner Kathleen Hittner, saying her final decision on the rate increase was only two pages long, and didn't fully explain it, compared with a 35-page report by the commission's hearing officer who examined the proposal and came to a different conclusion on some points.
