Police said they were investigating a motor vehicle crash on Interstate 95 north in Warwick when a vehicle driving northbound entered the breakdown lane and struck the side of a parked cruiser.
Montrell Marshall allegedly continued driving after striking the cruiser and was later stopped near East Avenue. Two minor children were found to be in the car.
Marshall, who is 27 years old, has been charged with driving under the influence, possession of oxycodone, and reckless driving, among several other charges.
He was held overnight pending arraignment, where he will also be presented as a probation violator. The two children were released into the custody of their mother.
