Bill would fine drivers for giving money to panhandlers

PROVIDENCE, R.I. (WLNE) — At the State House Wednesday Deputy Speaker Lima introduced a bill to help curb panhandling in Rhode Island.
Instead of banning panhandling her legislation would hold drivers accountable for giving money by making it a traffic violation.
Drivers would be fined if they’re caught giving money to a panhandler while in an active lane of travel.
However, there would be temporary exemptions for legitimate charities collecting on the side of the road and at stop lights.
They would have to get a temporary permit from the city or town.
