PROVIDENCE, R.I. (WLNE) — A vacant lot on Victor Street in Providence has been identified as a possible location for a temporary pallet shelter community to house people experiencing homelessness in Rhode Island.

The Rhode Island Department of Housing made the announcement about the pursuit of the property, which spans less than one acre of land and is state-owned.

If approved, ECHO Village will feature 45 individual free standing 70-square foot one-room units equipped with screened windows, electricity and heating and cooling units.

Onsite case management, job training and health support will available to the occupants of the shelter.

Substance use will be prohibited on the site and substance abuse recovery services will be available for occupants.

Its proximity to transportation, amenities and services, along with its connection to utilities factored into the decision.

“We’re pleased that the development of this pallet community is moving forward. ECHO Village will offer both shelter and supports to individuals who are currently experiencing homelessness,” said Secretary of Housing Stefan Pryor.
