Former Massachusetts police officer arraigned on child sexual abuse charges

PROVIDENCE, R.I. (WLNE) — Former Winthrop Police Department Lt. James Feeley was arraigned in court Thursday.

The 56-year-old was arraigned on one count of aggravated rape of a child and seven counts of indecent assault and battery on a child under 14.

Feeley was retained on $200,000 with the following conditions: stay away/no contact with the victim and family, no unsupervised contact with children under 16, GPS prior to release with exclusion zone, surrender passport and no applying for a new one, surrender of all firearms, and to stay in Massachusetts.

Feeley was initially charged December of 2023 when he was arraigned on one count of aggravated rape of a child, and indecent assault and battery on a child under 14.  

Then in January a two-year-old girl was found unresponsive and died in his home.  

The Suffolk County District Attorney’s office reports no foul play is suspected at this time.  

The Massachusetts Department of Children and Families also confirmed that Feeley was a foster parent for the agency.   

There are no children currently residing in Feeley’s home.  

Feeley is expected back in court on June 5.
