RI rep to introduce bill to ban cell phones in classrooms

PROVIDENCE, R.I. (WLNE) — A Rhode Island representative plans to begin the 2025 legislative session with a bill to ban cell phones in all Ocean State public school classrooms.

Rep. Julie A. Casimiro, a Democrat representing North Kingstown, plans to introduce the legislation in the new session, citing data that cell phones are disruptive to classrooms and the education process.

“I have seen firsthand the detrimental effects of cell phone classroom use as a substitute teacher in North Kingstown and it truly is hampering our students’ growth and progress,” said Rep. Casimiro.

“From simply distracting kids from paying attention, to fostering and exacerbating tension, stress and unruly behavior within the classroom, cell phones have become a significant impediment to our students properly learning and it’s time we ban their use throughout Rhode Island’s public school classrooms.”

According to a statement from Casimiro’s office, 15 states have enacted bans or restrictions on classroom cell phone use. 

“School districts across the country are seeing the positive effects of ridding classrooms of cell phones and it’s time that Rhode Island join the ranks of states that prioritize student success by banning cell phone use in our classrooms,” said Rep. Casimiro.

Mary Barden, Executive Director of National Education Association Rhode Island, weighed in the issue of cell phones in classrooms:

“Data – and our educators – tell us that personal devices have a negative impact on our students’ mental health and their ability to concentrate. It also contributes to classroom disruption. With so many options and unanswered questions, we are working with allies, school districts and administrators on the best path forward regarding level of restriction and implementation. We look forward to working with Representative Casimiro on the best possible policy solution.”
