Man charged with animal cruelty after tying dog to a rod and abandoning it on a beach

REVERE, Mass. (WLNE) – A Revere man was charged with animal cruelty on Friday after a Mass. State Trooper found his dog chained to a rod at the edge of a beach, Mass. State Police announced Monday.
Trooper Carlo Mastromattei responded to reports of a dog tied to a pole at Winthrop Parkway along the shoreline of Short Beach on Sunday, Aug. 29. The dog, a male pit bull mix, was found with a chain around its neck, with a large rock on the chain to prevent the dog from escaping.
If the dog had not been found, he would have been submerged in the high tide.
Authorities rescued the dog and collected surveillance footage from surrounding buildings. From there, they were able to determine the suspect was Elias Pacheco-Osario, 27, of Revere. Authorities say they determined Pacheco-Osario was working at a construction site in Wakefield.
State Police went to the construction site on Friday and brought Pacheco-Osario to the Revere Barracks for an interview. During the interview, authorities confirmed Pacheco-Osario owned the dog, named “Killer,” and abandoned him on the beach. The suspect said he could not keep the dog any longer.
Pacheco-Osario was arrested. His bail was set at $340 cash and he has posted. He is expected to be arraigned in Chelsea District Court on Tuesday.
The dog is being cared for at Ocean View Kennels in Revere.
