Budget plan has governor’s job creation tools, but no toll

The committee is expected to vote on the $8.6 billion budget Tuesday.
House Speaker Nicholas Mattiello says the proposal still contains tax credits and other tools Gov. Gina Raimondo requested, but there will be caps and controls. He says the House isn’t ready to act on the toll.
In previous years there were emotional debates over repaying the bonds for the failed 38 Studios deal and over legalizing gay marriage. There doesn’t appear to be a lightning rod for controversy this year.
House Minority Leader Brian Newberry says he doesn’t see anything that’s a “deal breaker” for Republicans.
