Police investigating shooting outside halfway house in Pawtucket

PAWTUCKET, R.I. (WLNE) – Pawtucket Police are investigating a fatal shooting that occurred on Quincy Avenue Sunday morning.
Police first responded around 10 a.m. and detectives stayed on scene for most of the day. Quincy Avenue and surrounding streets were closed down.
The shooting occurred outside of Houston House, a halfway house where inmates can complete their sentences.
Police have not yet identified the victim, but a friend identifies him as Napolean Andrade and says he goes by the nickname “Nappy”.
That friend is Jay Chattelle, who has been close with the victim since they were teens growing up in Pawtucket.
“Kind-hearted, loyal friend if you were friends with him. I looked at him as a little brother for a long time.”
He says Andrade had just started staying at the halfway house following his release from federal prison.
“He’s been home for literally a couple weeks.”
Chattelle says, although Andrade has a long criminal record, he was taking the steps to turn his life around.
“He came home and he was doing what was expected of him, and he had aspirations of getting back and being a productive member. He had good people in his corner that believed in him that he could change.”
Andrade leaves behind a son and a daughter, according to Chattelle.
“Whether you agreed with his lifestyle or didn’t agree with his lifestyle, he’s somebody’s father, he’s somebody’s brother, he’s somebody’s cousin, he’s somebody’s nephew, he’s somebody’s friend.”
Chattelle thinks Andrade should have had better security at the halfway house, and believes the shooting was a targeted attack. He says he wasn’t shocked to hear the news.
“Somebody took his life. It’s not right. You can’t fight crime with crime, you can’t fight violence with violence. Violence is not the answer.”
Police say this is an active investigation.
