PROVIDENCE, R.I. (AP) _ The Rhode Island legislative session is ending without a vote in the House on Gov. Gina Raimondo’s proposal to create a new toll on large commercial trucks.

House Speaker Nicholas Mattiello says the House isn’t ready to act, and he needs to make sure the tolls won’t negatively affect the economy.

Raimondo says she’s disappointed. The Senate has endorsed the proposal as a way to raise $500 million to finance the repair of Rhode Island‘s deteriorating bridges.

Mattiello says he’ll call for a special session in the fall to consider the toll proposal, or a modified version of it.

The House is considering Thursday whether to raise the minimum wage for tipped workers. It approved several specialty license plates.

Mattiello says he believes Thursday is the session’s last day.

“We had gone through a number of issues a number of issues we were at impasse on—it was growing late. We agreed that we’ve had a very good session and addresses quite a few issues and we’ve agreed to recess for this evening,” said State Senator Teresa Paiva-Weed.

“We started hitting disagreements on some bills and it took us a while to get to 9:30 p.m. and we didn’t have enough work done to continue to proceed without it getting into the very late hours of the night… or early morning… or another day,” said State Representative Nick Mattiello.
