Level 3 sex offender arrested for ‘upskirting’ at Providence Place Mall

A level three sex offender has been arrested for taking a picture up a woman’s skirt at the Providence Place Mall earlier this week.
37-year-old Gary Rasey has been charged with one felony count of video voyeurism.
"It’s always a victory when a pervert is caught. Always,” said Tiara Vazquez.
The woman who notified police says she felt something on her leg while going up an escalator on August 30th.
"What that turned out to be was a cell phone that a suspect had attempted to place so he could shoot a picture of her. Subsequently she turned around. She yelled. He ran out of the building,” said Providence Police Maj. David Lapatin.
Police quickly circulating a surveillance image of the ‘upskirter.’ A Lincoln police detective familiar with Rasey from prior incidents identified him. Police say the victim positively id’ed him as well.
"He is a level 3 sex offender. He is on probation for sexual assault and I believe there is also a charge of attempted murder. So this is a pretty bad guy,” said Lapatin.
Major Lapatin says there’s evidence that Rasey took pictures of several other women that day.
It’s a fact that doesn’t settle well with women learning the news outside the Providence Place Mall.
"I think it’s crazy. You got to be careful today watch out for everything. But, I’m glad they arrested him,” said Odessa Rodriguez.
Video voyeurism carries a penalty of up to 3 years in prison. Police are encouraging anyone who thinks they may be a victim of Rasey’s to come forward.
