North Providence driver arrested for hit-and-run that killed dog

NORTH PROVIDENCE, R.I. (WLNE) — North Providence police have arrested a suspect for a Sunday hit-and-run incident involving a dog.

Officers arrived on Rosedale Street for reports of the incident at approximately 6:30 p.m., observing a deceased cocker spaniel in the roadway, according to North Providence police.

Police were told by the victim that a white Chevrolet Malibu was driving at a high rate of speed on Rosedale Street when it struck the dog as the victim stepped onto the road from his lawn.

The dog was on a leash and was being walked by its juvenile owner.

The Malibu then fled the scene at a high rate of speed but the owner was able to observe the Rhode Island license plate number and description of the driver.

Witnesses also provided officers with the same plate number and description and confirmed the driver’s high rate of speed.

North Providence police arrested Orlando Celando, 21, on Monday on charges of malicious injury to or killing of domesticated animals, reckless driving, duty to stop in accident resulting in death or injury to domesticated animal, driving with a suspended license, among other charges.

Celando was arraigned and released on $15,000 surety bail with a pending pre-arraignment date of November 4.
