Police body camera footage shows incidents at Dominican Fest, arrest of man allegedly carrying gun

PROVIDENCE, R.I. (WLNE) — Body camera footage released to ABC6 news shows the chaotic scene that occurred back on Sunday, August 11 at Dominican Fest.

The night resulted in multiple arrests, with Providence Police defending their use of force on one individual who was arrested that night.

Video had been circulating online of one officer seen hitting the individual multiple times in the stomach as other officers restrained him.

The individual, identified as Adonis Placencio, was allegedly carrying a 9mm gun in his satchel.

He now faces multiple charges.

“It’s never pretty to use force but sometimes we have to use force to compel compliance or for self-defense,” said Chief Oscar Perez at the time.

“People were throwing bottles, obstructing [the officers’] arrest, yelling and screaming,” added Perez.

“This individual decided he was going to bring a firearm into a city and upon encountering police, he decided he was going to resist arrest,” he said.

On that night, police are heard in the video the now trying to clear the crowd, telling everyone to go home.

“Back up or everyone’s getting sprayed,” one police officer can be heard saying.

The video also shows Placencio telling cops that they were leaving.

Police are heard mentioning his satchel and following him across the road to arrest him.

Placencio is heard asking what he did wrong as he was being arrested.

“I didn’t do nothing,” he said.

The video also pictured individuals getting pepper sprayed by officers, as they’re told to “back the f*ck up.”

In their written report after the incident, police said bottles were thrown at them. 

In result of the incident, a list of other individuals were arrested on numerous charges including:

40-year-old Edward Mclean for disorderly conduct and simple assault;

25-year-old Denzel Rodriguez for simple assault, resisting arrest, and disorderly conduct;

19-year-old Damien Reyes for obstruction and disorderly conduct;

24-year-old Melissa Reynoso for obstruction.

Another man, Frank Villagran of Providence was arrested. Details on Villagran’s arrest were not provided.

According to police, a total of 10 arrests were made that night.
