Providence, Seekonk underage human trafficker sentenced

FALL RIVER, Mass. (WLNE) — A Dorchester man convicted of trafficking underage girls and raping one of them was sentenced March 1.

Troy Footman, 61, was sentenced to 60-80 years in state prison, according to Bristol County District Attorney Thomas M. Quinn III.

Footman was convicted of two counts of human trafficking of a child, one count of rape of a child-subsequent offense and a host of other charges after a two-week trial at Fall River Superior Court.

The trafficking and assault happened in Seekonk motels in 2013 and 2014.

Footman would have girls work at the now defunct Providence club Cheaters, where they would dance and engage in sex acts for money.

Footman got them the jobs at the club using falsified identification documents.

He would transport the girls from Seekonk to Providence, where he would pick them up and take the money they had obtained at the club.

If they didn’t make a $1,000 in a day, the girls would be prostituted out of the Seekonk motels, which he would advertise on a now closed website.

“I am very pleased with the jury verdict and the lengthy sentence imposed by the court, which was well deserved. This defendant has a lengthy history of trafficking and sexually assaulting girls and young women.  I commend the victim for her perseverance and resiliency during the past decade,” District Attorney Quinn said.
