PROVIDENCE, R.I. (AP) _ The state Senate has unanimously approved a former manager of Medicaid services in Iowa to lead a Rhode Island agency that has agreed to reform its employment services for the mentally disabled amid allegations it violated their rights for years.

The state told the U.S. Justice Department last year it would overhaul employment services to the mentally disabled, many of whom were working for little or no pay in so-called sheltered workshops.

Montanaro was chief executive officer of Magellan Behavioral Care of Iowa.

She previously worked at the Thundermist Health Center and Blue Cross, Blue Shield of Rhode Island.
