West Greenwich teen shot by off-duty cop appears with attorney

WAKEFIELD, R.I. (WLNE) – A West Greenwich teenager, shot in the arm by an off-duty police officer, appeared with his attorney after the incident on Wednesday.

18-year-old Dominic Vincent sat next to his attorney, wearing a sling, and didn’t say much, except that he was uncomfortable.

Vincent’s two teenage passengers were also in the room.

His attorney, Jim Howe, called this one of the most bizarre cases he’s ever seen.

“In 40 years of legal practice it’s as bizarre as an incident as I’ve ever heard of,” Howe said.

Surveillance video shows off-duty Pawtucket police Officer Daniel Dolan getting out of a white truck outside a pizza shop in West Greenwich, grabbing a gun, firing into a black car with three teenagers inside, and striking Vincent.

“We want to know why this happened. We’re looking for all the facts around it,” Howe said.

According to police, Officer Dolan told them that he saw something bad on I-95 and followed the teenagers.

Howe said those boys never saw Dolan in their lives until he randomly pulled in front of them in that parking lot, and eventually started shooting.

He adds that if something bad happened: why not just make an arrest?

“If it happened in West Greenwich and you have a Pawtucket police officer, why weren’t other police called? Local police called to effectuate an arrest?” Howe said.

Howe called for charges against Dolan after the shooting and says a suit may be coming, as well.

ABC6 wasn’t able to get a hold of Officer Dolan.

A message was left for Pawtucket police, but ABC6 didn’t hear back by the time this article was posted.
